The fisheries contact list below connects members with key departments at the Washington Department of Fish and Wildlife (WDFW) and the Oregon Department of Fish and Wildlife (ODFW). Because fisheries management decisions directly impact Washington guides and charter operators, timely communication matters. Therefore, we provide this resource to help our members reach the appropriate leadership and technical staff.
WDFW Fisheries Contact
First, Kelly Cunningham serves as Fish Program Director (360-790-0778) in Olympia. In this role, she oversees statewide fish program leadership and policy direction.
Within the Columbia River Management Unit (CRMU), Charlene Hurst leads cross-regional fisheries management and FCRPS hydro-system coordination (360-605-5247), Ridgefield. Additionally, she supervises key policy and technical staff. She also serves as Washington’s decision maker for Compact and Joint State hearings, as well as the U.S. v. OR policy representative.
Ryan Lothrop acts as Columbia River Fisheries Manager (360-701-3602), Olympia. Subsequently, he leads Columbia River fisheries and coordinates with eastside regions, ODFW, and tribal partners. Moreover, he represents Washington technical staff at Compact and Joint State hearings.
Shannon Conley, Columbia River Fishery Policy Analyst (564-653-0500), Olympia, provides statistical and technical analysis. Likewise, she serves as a TAC representative.
Quinten Daugherty, Fishery Management Biologist (360-844-0205), Ridgefield, designs and implements mainstem fisheries. In addition, he supports Compact hearings and TAC efforts.
Beth Deacy, Fishery Sampling Coordinator (360-600-7069), Ridgefield, manages fishery sampling and test fisheries. Meanwhile, Laura Heironimus leads sturgeon, smelt, and lamprey programs (360-719-0677), Ridgefield. She directs conservation efforts and supports interstate hearings. Matt Sturza and Mark Sorel provide additional biological and analytical leadership.
ODFW Fisheries Contact
Within ODFW’s Ocean Salmon and Columbia River Program, Tucker Jones serves as Program Manager (971-673-6067), Clackamas. He supervises cross-regional management and represents Oregon at Compact hearings.
Jeff Whisler leads Columbia River Management (971-673-6024), Clackamas. He designs and implements fisheries in the Columbia and lower Willamette rivers. Furthermore, he supervises program staff and serves as a TAC representative.
Hannah Moore provides primary technical analysis (971-673-6029), Clackamas. Rob Reagan coordinates sampling in the lower Columbia and Willamette rivers (971-673-6017). Finally, Cameron Duff leads Select Area and Estuary fisheries implementation (971-673-6057), Clackamas.
