Understanding Coast Guard Requirements
The U.S. Coast Guard (USCG) regulates the licensing of passenger vessels and vessel operators on all “navigable waters” of the United States. These waters include rivers, lakes, and coastal zones used in interstate or international commerce.
As a result, if you guide clients on these waters—whether rowing a drift boat, operating a sled, or leading kayak trips—you must:

- Hold a valid USCG OUPV (Operator of Uninspected Passenger Vessels) license, and
- Participate in a random drug testing program to remain compliant and eligible for license renewal
Without meeting these requirements, guides risk losing their license and the ability to operate legally.
Membership Options Designed for You
To meet the diverse needs of Washington’s guides and charter operators, we offer two membership types. Both options support our mission to elevate and protect our profession statewide.
Furthermore, our dues are prorated based on the month you join, so you’ll only pay for the portion of the year you’re a member. (See the prorated schedule on the next page.)
✅ Option #1 – $140.00 Annually
This option is ideal if you:
- Hold a valid USCG OUPV license, and
- Need a random drug testing program included in your membership
Your membership includes:
- Full WSGA benefits
- Enrollment in the National Association of Charterboat Operators (NACO)
- Reduced fees to The Charterboat Consortium to help you maintain your Coast Guard credentials
✅ Option #2 – $100.00 Annually
This option is for you if you:
- Are already enrolled in a USCG-compliant drug testing consortium, or
- Do not operate on navigable waters and therefore do not require a USCG license
You’ll still receive full WSGA benefits and contribute to a unified industry voice.

Even if the law doesn’t require it, voluntary participation in a random drug testing program adds credibility to your business. Clients, agencies, and insurers increasingly value this extra step.
Moreover, joining the program can lower insurance premiums, further demonstrating your professionalism and commitment to safe, responsible guiding practices.
